There's probably a better place to report the missing image, if you're looking to get it fixed any time soon. (There is no "official" relationship between this site and the wiki site.) Although I honestly am not sure where better to report it.....other than maybe the Inkscape mailing list (find link at the wiki site).

Interestingly, when I follow the link you posted, to the page where the image is supposed to be, I see "There is currently no text on this page." and the page is mostly blank! There is nothing about 0.48, animation, or Other Thoughts  (which is too bad, because I wouldn't mind reading such an article)

Anyway, the wiki is kind of like a work in progress, where anyone with the necessary skills can edit, create or add info. So I'm thinking there might be a way to figure out who authored the info, and perhaps contact them more directly.

The link in efa's post is wrong because the autolinker missed the last character of the URL. The page is here: Animation-(Timeline).

If you know how to recover the right link to the image, probably I can modify the wiki page.
Or alternatively, can you tell to someone officially linked to inkscape to correct the error?

that image link was already part of the earliest revision (i.e. creation) of the page:

Hard to determine whether file was ever uploaded by the author or later deleted - a search for the file name in the wiki and via google turns up empty (except this forum topic).
