I have created alot of inkscape images with the wrong size. I need an quick way of increasing the size of the background and the figure proportionaly.

To be more precise :
I want to increase the size of the page, the figure on the page, and the position of the figure on the page proportionaly. I've only found a way to increase the size of the page, but the figure stays small.

I would:
1) Make a transparent (no fill or stroke) rectangle the size of the original page:

Menu:Edit>Guides around page.
Drag rectangle tool, corner to corner with snapping.

2) Group all objects, including new rectangle.

3) Resize the page proportionally.
4) Guides around the page (again).
5) Select grouped objects and drag corners to fit new page using guides.

Instead of Create Guides Around the Page, you could just engage the Snap to Page option, in the snap control bar. That way, you can snap to page borders or page corners, just the same as guides, and not have to create the guides at all.

@brinn : Could you explain were I can find that function in terms of position in menu? I use the german setting and can't find the corresponding menu name.

It's not in a menu. The Snap control bar is on the right side of the canvas. Snap to page is the 3rd icon from the bottom.
