Hello there. I was thinking of submitting svgs to fotolia but the blur effect doesn't seem to show. When I tried to preview my svgs after uploading, the blurs became flat white shapes. The blurs were supposed to suggest highlights on the legs of my lizard project.

This is too little information to suggest what is going wrong. You'll need to provide a link for us to examine. At a guess, you're viewing a rasterised version of the SVG, in which case, Fotolia's convertor probably doesn't support the blur filter effect. That's a guess though--its impossible to know without seeing.
