I did a side by side comparison of a vectored anime drawing using Inkscape and Illustrator CS6.
Do they both look the same to you, or do they look different?

To me I find the illustrator version a little better, it seems to be more rich in color.

Perhaps larger versions would provide a better opportunity for comparison. Although, for Inkscape, it's fairly irrelevant to use JPG for comparison, since Inkscape cannot export or save as JPG. Who knows what happened to the color during whatever conversion process you used.
I do see some differences in the drawings, but it's not in how they are rendered (which again, using JPGs for comparison is meaningless for comparing 2 vector editors). It's rather differences in the shape of the paths here and there.
If there are differences in the color quality, that also is not an equal comparison, because I think Illustrator has some color features which Inkscape doesn't have yet (CMYK color, for example). And you haven't mentioned anything about how you made the colors.
If I were forced to make a judgement, I'd say the color of the Inkscape version is brighter. But again we have no idea what kind tools you used for anything, color or otherwise, since you provided JPGs for us to look at. There's no evidence that you used comparable tools in each program.

In that vein note how the image on the right has brighter eyes, with larger highlight spots.
Definitely adds to the impression.

Flickr probably resampled the image, see the noise of the compression.
Though png is still not vector, the original image may be more effective

The original was one image, and it is a JPG. Now we have a PNG. But what is your point with this comparison? There is a lot that can be said about the differences between the 2 images, but I don't get your point.
Illustrator and Inkscape are 2 different programs and it should be no surprise that they produce different results. Under what circumstances would you like these 2 programs to produce the same results (if that's your goal)?

Load the 2 images in gimp as layers then set the mode of the top layer to "substract" to spot the differences
