Problem solved thanks to Mauve from IRC, here is his filter: http://mauveweb.co.uk/misc/inner_glow.png
First composite is set as "in", second composite is "atop". Change object filling to set color of inner glow. To set object color itself change "Flood color" parameter.

I actually made an outer glow filter the other day with the help of one of our viewers over at the Screencasters. I easily modified it for inner glow.
