License Restrictions on Extensions?
Does the GPL license for Inkscape encompass extensions written for Inkscape or is the author free to choose which license the plug-in is released with?

I think you have to under GPL, you only don't have to if it's lGPL, but you better wait for someone more knowledgeable to answer this.
