This is an archive, you have to unpack it first. Try 7zip http://www.7-zip.org/

I guess he compressed the file intentionally. The thread title says ".ai" so he knows what file is he trying to open. Ahhh and the forum doesnt acept .AI attachments, so thats the reason to compress it!
I downloaded the file "test.ai", my Inkscape cant open it.
1. What Illustrator version was used to create the file? My Illustrator CS5 open it, but like an older version file.
2. Inkscape (maybe Im wrong) open .AI files wich have PDF content, since CS, all the Illustrator files include a PDF version within the file, so in fact, you can open any AI file with Acrobat, Envince or any PDF reader; but this option can be disabled in the Save As dialog from Illustrator.
3. I opened your file (wich one Inkscape doesnt open) with Illustrator CS5, save it with PDF content, and voila! Inkscape can import it without problems.
4. Conclusion: PDF is the best format to share graphic documents betwen different apps.

Apparently 'test.ai' is an older AI format (Postscript-based, from Adobe Illustrator ≤ 8.0, versus PDF-based, from Adobe Illustrator ≥ 9.0):

Attached is what UniConvertor sends to Inkscape (I don't know how it compares to Adobe Illustrator):

In Inkscape 0.48 you can open it by manually selecting the file format "Adobe Illustrator 8.0 and below" in the 'File > Open…' dialog. This requires to have UniConvertor 1.1.5 installed (which is bundled with Inkscape on Windows).

I guess Inkscape doesnt install Uniconvertor in Windows.

Installed the uniconverter 1.1.5 msi, Inkscape still crashes. HELP !

Inkscape on Windows does include the most recent stable version of UniConvertor. The error must be caused by something else, but I don't know (not using Windows myself).
@Springles - just wondering, do other Inkscape extensions (from the menu 'Extensions') work as expected or fail with the same or a similar error message (about python.exe having stopped working)?

I've only used uniconverter under XP... It looks like you are using Windows 7?
