Have you looked at http://inkscape.org? Or the wiki? Maybe there is a notation about it there? I don't know myself

Not really. For now, UweSch uploaded the latest Windows development snapshot build to his own site. There are no alternative download sites for the osx nightly builds however (that I know of).

Hopefully. Not only the development builds for Windows are gone but also those for Mac OS X, as well as the online developer documentation (doxygen).

It seems that modevia which was hosting this builds stop to do it. I think that an alternative is stil needed. Loot at this post for more info :
