I don't know if it matters or not, but the computer that will be used for this process uses Windows Vista.
My question is what can I save an Inkscape drawing as so that it will open in Photoshop Elements 5?
I am not the owner of the computer, but I am trying to help a friend learn a bit about using Inkscape, and I can not go to his house, to look at the two programs, and see for myself what is compatible. I would greatly appreciate the help, if anyone knows the answer.

Using Inkscape with WinVista and Elements 5
Re: Using Inkscape with WinVista and Elements 5
The OS won't matter.
You'll need to save the file as PNG for it to appear in Elements. Note that PNG is not a vector format, however. So you can't edit that file.
If you want to see an editable version of your drawing in Element you could try saving as PDF. But not all features of SVG convert well to PDF.

Thank you for your reply, microUgly. We are using Inkscape 46, and I can not locate .png as an option.
