Hi.
Attached is how I would make it.
Not so complicated, can be done in minutes, if you are familiar with the node editor tool.
So what is depicted:
First a dodecagon was drawn with the * tool, then it was converted to a path (Ctrl+Shift+C), all nodes selected of it and turned to be smooth ones,
resized the width and height of it to 200 pixels.
Then it was duplicated twice (Ctrl+Shift+D), and the duplicants were resized to 350/350 and 550/550 px sizes.
After that, the unnecessary path segments were removed by unconnecting nodes,
and the align and distribute tool used to place the parts to position.
Then objects were combined together, and nodes connected, and a new 250/250 circle was added,
and object rotated 45°.
That is it in a nutshell.
