Is this possible in inkscape?

notice how each name is completely and uniquely manipulated to fit every square inch.

Any ideas how?

Type out the names, then stretch them to fit (e.g. by pasting the width of another object, or by snapping).
I don't know of an automated way of doing that.
Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!

Each name is stretched to the width of the part of the letter it's in, the above way would be an alternative, but it's not what the OP asked for.

Also seems the names are not broken between first/last, so some blank character might be in there.

I'm using Inkscape 0.92.2 (5c3e80d, 2017-08-06), 64 bit win8.1

If you type the names in a list, with each name on one line. And you put the non-breaking space in between (as was mentioned in a different topic). And you use the justified option, it seems to me like it should work. (I don't have time at the moment, to make an example.)

The only difference would be that all the names would be the same size of text. When you scale the names individually, you end up with all different sizes of text.
