Hi.
Instead of the dynamic offsetting I'd try adding a wider stroke.
For the effect, you can set a wide stroke, duplicate it and use that to clip the original one -assuming the object is a closed path.
You can involve cloning in the process -set no fill and undefined stroke to the original, clone it twice -add a wider stroke to one of them, and use the other for the clipping.
This way you can change the parent and the clone -shape will update.
One thing is that for the selection of the parent may be bit harder -use outlines only display mode for example.
Another entirely different solution would be by using a pattern along path lpe. With a rectangle shape for the pattern you canoffset it the right amount or use some different base pattern that doesn't require any offsetting.
Yet another solution could be by using filtering, which is quite sloppy and would need rasterization if you want to print the drawing (when saving as pdf).

(the next Inkscape version will have these options built-in, in the fill and stroke dialog.
