Today I downloaded latest Inkscape version in 7z archive
I started the program and noticed that just by sitting there doing nothing, it constantly uses 20-30% CPU
Why can that be?

Well, some have said that the 7z version is meant only for development. And I certainly have seen some odd quirks reported in the zipped version, here and there. You might want to try the EXE, to find out if you have the same experience. For Windows, this is the current stable release: http://sourceforge.net/projects/inkscap ... urce=files

You were right - installer version does not have this problem for some reason, although I previously downloaded official release in 7z from Inkscape portal

Could be a known issue with the Windows port of Inkscape (apparently affecting stable release versions as well as development snapshot builds) on some systems:
- Bug #871968 “Windows CPU resource at 15%”
