Objects in one layer show up in between objects on another layer

Objects in one layer show up in between objects on another layer

I have two layers. One has an aperture blade design with a black star shape in the middle (second from bottom of the object stack) and a white circle at the bottom of the stack). All layers have blending modes set to Normal. All objects are 100% opacity. The second layer has a gray square (a background color) to provide an example of how this aperture icon looks. The second layer shows up UNDERNEATH the blade design, but ON TOP OF the black star shape and white circle.

Why is Inkscape breaking its own layering and object stack rules?!?!?! No amount of zooming in and out and restarting the program fixes this glitch. Is there something I'm doing wrong, or is this a legitimate bug?
