I'm a programmer, not a designer and I'm trying to write a mobile game. Imagine a kind of tic-tac-toe, I have a board (attached) but I would like to make it better. I don't know, a 3 D effect, or a kind of pipeline, any idea is welcome.

To make it better you could make a more accurate design -with the use of the align and distribute tool perhaps.
Maybe you could make it from one compound path with no segments overlapping, or at least the lines.
Hmm maybe that is in connection with the graphical direction.
The style is a matter of taste, you cannot make it "best".
I suggest to look at other similar games.
Flat style is much more eye-friendly, with 3D it's harder to keep a consistent look.
Maybe try out some grain or paper textures.
