Oh absolutely Inkscape can do that!
However I don't know a tutorial off the top of my head. In my signature are links to a couple of great tutorial sites, but there are many more out there. Just google Inkscape tutorial.

Sure it can, you can fake it by creating all the shadows and highlights on your own, or you can use filters; inner-shadow for the circle, drop-down shadow for the line and probably a very slight hint of combined lighting. You'll have to modify the settings of the filters in the Filter editor.

Hi Jillian,
I made a quick tutorial for you, it's being uploaded to vimeo now and should be viewable after it's been encoded (about an hour)
Maybe not the best way to do it but it's a quick version that works pretty good for these kind of icons.
