from path to text

I have edited this file on wikimedia commons: https://commons.wikimedia.org/wiki/File:TeritorialGainsHungary1920-41_de.svg
by making it valid SVG.

The person who made this file turned all text into paths. So every letter is a path. Can this be undone? Can parts of the text turned into textid's?

For example:"Grenzen nach 1920" as:

There is no indication in the file those paths were texts once,
so the only option would be to look up an ocr program for an automated solution,
or manually retyping the text just as in the attachment.

Guess it was a risky idea to bring in off topic here.


Edit2: Though texts are added instead of characters in the svg, some checking may be essential on their accuracy.

It took me a while to decipher the shown map and I`m still not quite sure what exactly does it shows / at the south-south-west, to be more specific?

Shown map is either tendentious or disrespectful representation of the historical facts, since it represent something which has not existed at the given time. Territory which is presented as the "pre 1920`s" is in fact (documented) representation of The Lands of the Crown of Saint Stephen, aka Transleithania, constituted from The Kingdom of Hungary and The Kingdom of Croatia-Slavonia - while at the same time being a part of the Austro-Hungarian Empire. In the given borders, territory which is recognized as "Jugoslawien" is in fact The Kingdom of Croatia-Slavonia (incorrectly represented since it`s border follows Danube) and the rest of the territory was the Kingdom of Hungary. (* Austro-Hungarian Empire ceased to exist till de facto 1917, de jure1918).

The Kingdom of Hungary existed from 1920 till de facto 1944, de jure 1946, but borders from that time could not either refer to the dotted border line.

My opinion would go toward the dotted border line stated as "pre 1918" and the change of "Jugoslawien" to "The Kingdom of Croatia-Slavonia" / but than how to relate it with 1940`s / which is also my major question for you and the author of this representation? Why would anyone pick the parts of the Austro-Hungarian Empire as the reference for territorial expansions of The Kingdom of Hungary during the WW2?! As mentioned before, the A-H Empire ceased to exist before 1920`s.

Have to agree on that, the historical facts are mixed up and it is hardly for a clear representation.
Would have corrected it but my knowledge on history is nowhere near the top.

Why the dotted line represents the Land of the Holy Crown?
That question is highly emotional itself, cannot give a clear answer.

In that vein that outline made it's way to streetart, as a fake campaign for a smaller country.

History is the academic discipline and I guess there must be a reason for it, right?! Otherwise, we should gather around a camp fire and draw in sand and dirt ,) On the other hand, humans can`t even agree on how old is this rock, on which we are sitting, so ...
