Hi and thank you in advance for any help,
I've got the latest version of Inkscape (0.84.4) and whenever i click on some options like File ---> Export Bitmap or File---> Document Properties, nothing happens. No error, nothing at all, the dialog just doesn't show up.
I thought it could have been because i was using the portable version, but i've also tried the version that comes with the installer with no result.
I also tried some old versions but i still have this problem.

OS is Windows 8 Pro 64Bit.

That's a weird one.
Did you try to use key shortcuts instead to call those dialogs?
