In your post you mention it does not work for either Inkscape or GIMP, so it does not seem to be an issue directly related to Inkscape. I see you also posted the question over at LinuxQuestions, that might indeed be a better place for it

Anyway, how is it listed in the
lsusb output? Also, is the device actually enabled (check the
Mouse and Touchpad settings of your system)? For me (when using a Wacom Bamboo) it lists three different devices that can all be enabled/disabled independently. I don't have a lot of experience with Debian but
this package might be relevant. I also included the output of
dmesg and
lsusb after plugging in my tablet — probably not very useful, but who knows.
