That is actually very easy, tho I am not sure where the files exist for your platform
In windows it will be something like C:\Program Files\Inkscape\share\templates
For linux: /home/<username>/.inkscape/templates
Create your template document (use the document properties under the file menu). The README in the templates folder reads:

Create your template document (use the document properties under the file menu). The README in the templates folder reads:
This folder contains the templates for new documents created in Inkscape. You will normally see them listed in the File > New submenu. A template may store any document-specific settings (such as initial zoom and view, paper size, background and borders, metadata, window geometry, grid and guide settings, export hints) as well as any objects. To add a new template, simply save or copy it in this folder; nothing else is required.

Yes, in my Windows installation I created a new template, but my problem is when I choose :
File->Document properties that I see a list of Format size and I would like to add there.

Hi tantankam,
You cannot set up a new document size for that dropdown box. But if you work with a standard size document you can make things very easy by using the following steps:
-Set up a new document using the Document Properties. Under the drop down you show in you picture, there is an area "custom". Use this to create an .svg file with the right document size. You can also set up all other document settings there which apply to your standard document.
-Save the document with the name you want to appear in the drop down selection for example "Paper101.svg"
-Place your newly created document in the templates folder (as mentioned in my earlier post).
-Now when you open Inkscape, you can select "Paper101" from the list of documents when you create a New Inkscape document. And then the Document properties are automatically set up the dimensions (in the custom box) exactly as needed for your paper standard.
-You can even make this custom document size the default for startup by saving the document as "default.svg". Note: this overwrites your current default settings.
To my opinion this provides sufficient flexiblity to set up custom papersizes and work with them in a easy way.
