It looks legitmate to me, but quite outdated. The most recent post is over 3 years ago, and the last news article almost a year old. And if you click on the User Manual link, it says verstion .42 to .45.
I did look on the registration page, where it says if your email is blocked, "contact us", but I can find no way to do so. On the User Manual page, it give the author's name, which I assume is the site owner? I don't know, maybe google the name? Maybe you can find some sort of contact info?
