Is there a preference I need to deactivate. I am positive there is no backgroun object on the SVG.

Did you exported it, or just used the save as (cairo) png option?
Did you set the background to be white in the document's properties tab?

I see that the Document Preferences had solid white bg as opposed to the default Alfa-white bg.

In that case lower the alpha to 0 and it will be all OK again.
