0.92 New Feature - Stroke Style Order

I dont understand this new feature.
There are six buttons that control the order of Fill, Stroke and Marker.
I use the first button: looks like a regular stroke but says Fill On Top....
I use the second button....Stroke On Top, but Stroke is cut in half ???

But wherever my Stroke is located, it always gets back to its original size when i use Strokes To Path.

What is this feature supposed to be good for ?

Okay, it becomes a bit clearer once you add Markers....

The feature is especially cool for stroking text, as the stroke now doesn't obscure part of the inner part of the letter. I formerly used Dynamic offsets for it, this could replace them for texts (it's also more accurate, I find).
Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!
