What do you mean below ?
Like a z-order thing ?
What kind of image are we talking about ?
Give us more information, please.
Is the image a png, a jpg, or a svg ?
Even better: attach the image.

Re: How to delete text below the image?
Ok, its an svg.
You want to change the text in the yellow squares ?
The image is grouped several times (which makes me suspect it was made in Illustrator) and clipped.
Ungroup the image (several times if necessary), release the clip and you should be able to select the text.
The text is a path, not editable text, so you cant change it. You have to delete the text object and type new text in the same font if you want a different content.

Do you mean the text that starts with "Figure 2"?
After you open the PDF in Inkscape, click on the text with Selection tool (which will be enabled by default when you open the file). Then either Edit menu > Delete or use Delete key. Then Save as PDF.

If you want help you need to give me more than these sparse one liners.

Sometimes you need a crystal ball. In this case I think it is this:

Select the text, hit the delete key.
