I am trying to make a document that looks like a stock certificate. I want it to have a fancy spiderweb type of border, like a certificate or around the edges of a U.S. dollar bill. What I have done is draw two identical circles on either side of the document, then I used the interpolate effect to create the spiderweb look, and this goes across the entire page. Now what I want to do is make the very edges of the page white, so I figured what I should do is draw rectangles around the edges of this spiderweb pattern and then click on Path > Cut Path. But that doesn't seem to have any effect on the object created by the interpolate effect, much less the effect I want. Am I making sense? If you know how to get rid of the excess parts of this object, please let me know.

you can group all your "certificate" objects and use a Clip on the group with a rectangle.
just hand over the chocolate and nobody gets hurt

Clip is the best thing to do for this case, but FYI you can ungroup the interpolated object and then do path operations on the individual paths. But in .46 you would have to do the cut path once for each circle. Where as clip/mask can be preformed on a group so you can just one command.
