This seems to be just a lack of update of the locked image in "Layers" dialog.
1.Open Inkscape.
2.Draw an object (e.g. a circle).
3.Show layers, SHIFT+CTRL+L; Click on Layer 1 > Duplicate.
4.Now lock the duplicated layer.
5.Unlock it.
It is now unlocked, but the image in Layers shows it as locked. It only updates that image when an object is moved.
I do not know if the same happens in the latest source revision, and I cannot test it now.
I'm running "Inkscape 0.92.1 r15371".
