I apologize if this has been solved elsewhere, but I can't seem to find any info.

Anyway, I recently got a new computer with Windows 10, and installed Inkscape .92, after using .48 on my Windows 7 laptop for several years. I tried opening svg files created in .48 on .92, and it freezes, and then it tells me that Inkscape is not responding and asks if I want to close it or wait. I've tried multiple files multiple times, but no luck. I also installed .48 on my Windows 10 computer, and everything works normally, but I'd like to see if .92 would work as well if there is a fix. Any suggestions?

I try installing .92.1 again. I know there are plenty of Win 10 machines running it, and they open earlier files without the problem you describe.

There may be issues with the change to 96dpi, but none that I'm aware of causing that issue.

It will be helpful to know which installer you are using... I've installed on Win 10 using the .msi version on a number of occasions without issue.

Can you also try to get some error messages by launching Inkscape from the command line?
Does Inkscape also freeze when you start it without any file?

How large is the file?

I assume the windows 10 machine has more RAM than the Win 7 one?

Yes, I'd echo Moini and ask you to try opening Inkscape from the desktop icon. If it opens from there, you can try opening the file from Inkscape's Open dialog. You'll probably get the same error message, but it would be good to rule out whether Inkscape can open at all.

I got the files to work now. I opened them in .48 and deleted some unnecessary layers, and now they open in .92. I'm not sure what in those layers were the issue, but it seems it's resolved now. Thanks for the suggestions though!
