Changing default settings

Where can I change the new document settings permanently?
I am in the US I don't use A4 size "paper", fact is I don't even like the default "page" layout, I know I can change these things in document properties, how do I change them globally when opening a new document, so I do not have to take drawing time away from my projects?
I read somewhere there is a document deep in the file that contains inkscape that allows one to change things, but I can't find again.

I'm pretty sure that the file that loads by default is .\Inkscape\share\templates\default.svg. After you've made your document changes you can save back to this file so they are always loaded. Note that you might need to draw something and delete it to force Inkscape into thinking something has changed so you can save it.
