Am a newbie,

I want to draw an Ellipse with a height of exactly 3000mm (scale 1 pixel per mm, so 3000 pixels) by exactly 2500 pixels
When I draw the ellipse via the tool I find it hard to get the cursor to stop at the exact point, so I find it out a little

Also, is there a way of just seeing the outline of the ellipse, thus a non filled ellipse as opposed to a filled in ellipse

Have a look under "Transformation": shift+cmd+M->Scale and fill in exactly size/value and hit apply:
