Inkscape zooms out when I select view > zoom > 1:1

It is suppose to zoom in, but instead it zooms out, is something backwards here?

Depending of your current zoom level then it will zoom in or out.
If your zoom level is 200% then it will zoom out (to 100%)

where do you set the zoom level?

Lower right corner, on status bar.

ZOOM

The keypad +/- keys zoom in or out
mouse wheel zoom in or out
Shift+middle button drag zoom into the area
Alt+Z activate zoom field

Preset zooms

1 zoom 1:1
2 zoom 1:2
3 zoom to selection
4 zoom to drawing
5 zoom to page
6 zoom to page width

Zoom history

`(back quote) previous zoom
Shift+` next zoom
:tool_zoom: <<< click! - but, those with a cheaper tickets should go this way >>> :!:
