I have version 0.48. II looks like there are 4 files with windows 64 bit. Do you download each of them separately?
Is there any chance of risk to my inkscape files when changing to the new version?

There are some topics on saving templates and other custom files independent the current installation, but I'm guessing you ask if your svg files would render the same.
Theoretically the new cairo renderer should fix a lot of rendering issues, meaning you will get a better image of your files.
Raster images in previous files are handled differently (?) but it should work. (Haven't tested.)
There are known bugs in 0.91, some of which are specific to win 8 64 bit -importing images leading to instant crash.
So if you want to work with images, better use the 32 bit.
You can have more instances of inkscape and switch between them.
Inkscape + Cairo >= 1.12 very slow on Windows, unless rulers are hidden
Crash due to re-registering GdkPixbufGdipAnim during BMP read

My interpretation is she's looking at https://inkscape.org/en/download/, and 4 files are MSI, 7z, and 7z(debug). Well, that's only 3 files, so maybe not the correct interpretation.
But if I'm close, the answer is No. Just download 1 of them. And I would not get the debug version though.
If you have some need to keep more than 1 version of Inkscape, you need to make sure to install each in different directories (different folders). Otherwise, if you just need 1 Inkscape, be sure to uninstall your previous version before installing the new version.

I use inkscape to only draw outline shapes. Sounds like the bugs won't have any effect on my work?

When you see people talking about bugs in this forum, they are usually in either fairly obscure ways to use Inkscape, or in more advanced ways to use Inkscape. The developers would not release a new version that was so crippled that it doesn't work or that would damage its users' computers or files.
It won't damage your files or affect your drawings, especially if you're just making outline shapes (I guess for stained glass craftwork?).
Because of 1 of the bugs that Lazur mentioned, the 64-bit version might perform very slowly, depending a couple of other things, which frankly I don't understand very well. It was very slow for me, so I just installed the 32-bit version.

1 -- Install the 64-bit version and try it. If it's too slow, uninstall it and install the 32-bit version
2 -- Don't install the 64-bit version at all, and instead, install the 32-bit version of 0.91
3 -- If you're using Inkscape that way I think you are, (just outline shapes for stained glass craftwork) maybe you don't really need to upgrade right now? It won't be very long before the next new version is released.

Yes - it's for stained glass and for sandblasting stencils.
I use guidelines a lot. Deleting them one by one to clear them out is time consuming, and someone mentioned that you can delete them all at once in 0.91 so it would be a nice feature to have. Not a big thing, but helpful. Maybe I'll wait for the new version.

In that case, saving to plain svg can delete all guide lines -bruteforce but should work.
Other way to delete them "relatively" fast is by holding Delete and hovering them over with the node tool.

A lot of the time I find it hard to get the guideline I want to delete to actually be selected - to turn red.
