I am trying to build a path around an SVG file and then save it as a DXF. What is the best way to save an SVG file as a line DXF for machining?

just do save as and select dxf as the output format.

When I have done that there has been nothing, or a few dots, in the output dxf.

I open a JPG file, I can see the drawing on the screen, tried to save as DXF,
It creates the DXF file OK, but inside that file I can see only the following lines:

999
DXF created by Inkscape
0
SECTION
2
ENTITIES
0
ENDSEC
0
EOF

And this is NOT the content I expected, I must be doing something wrong, hope someone can help me.

Yes, you're using a JPEG file. JPEG files have no paths.

You could try tracing the JPEG (Shift+Alt+B).
