Have to confess that I do not know if this has something to do with my O.S. (LinuxOS KDE5-Plasma)
or that I can do this with modifying something in Inkscape 0.92:
When hoovering over an icon, for instance an icon in the ToolBox, the function of the icon (for instance "Draw freehand lines")
appears in a box as text. But the contrast between text and the background of the box is almost gone.
So I find difficulty to read it.
Is there a way to change this? Or do I have to change something in my distros appearance?

That was the solution for my Linux KDE5-plasma desktop!!
In my linux KDE4 desktop there is no such option as "Apply colors to non-Qt applications" but
instead there is "Apply colors to non-KDE4" applications and that possibility
is still checked giving no Inkscape problem at all. But anyway,
thank you both very much for your quick responses solving this annoying problem.
