that needs to be applied as a filter to tone an image using SVG.

I currently have:

(which I know isn't much).

Any help to apply this tone is greatly appreciated.

Not sure what you want to do. Do you have any links to explain what you want to do by "toneing" an image? Is it meant to be an overlay of rectangles with reduced opacancy; something like a blend mode? or using these values in another way?
