noob here. where is the pattern symbols?

I believe it refers to the open circle that is contained in the "pattern library file" which was created in the first step of the tutorial. It looks to me like a special file that the tutorial author has created (and provided instructions for creating) for use with this tutorial. It's not a specific part of Inkscape.
But if I understand what's happening, you could probably just draw a circle.

I created the triangle pattern in anther file and just imported it. I just thought the pattern would be in some type of container that was accessed with a button.

This is what I got. I thought the triangles would be tangent with the line if I change that parameter.
I selected the triangle pattern then the curve.

Ctrl shift f brings up the fill and stroke dialog. one of the GUI options at the top is pattern. when picked this gives you access to all the patterns available to you, default or created. it is a list format and not a graphic choice,
