Possible solutions:

Re: how to Rotate word?
Are you using a keyboard layout other than English? One thing to keep in mind is that some shortcuts won't work on some keyboard layouts. For instance, I have a Spanish keyboard and my [ is created by pressing AltGr and `, so there's no way to actually input Alt+[ in this keyboard.
Re: how to Rotate word?
I think there's an issue with the Alt key on Linux systems....or maybe it's Macs.... Well, it's one or the other and there are existing forum topics about it, if you care to search (one very recent, if I recall)

Re: how to Rotate word?
Inkscape 0.48 now has GUI controls for rotating highlighted characters (new feature), why not use them instead of the keyboard shortcuts [1]? The tutorial might be based on some older version of Inkscape…
On the controls bar of the text tool, look for this icon:

Thanks for the tip, ~suv! I had not noticed this addition since, even with 'smallest' picked in my interface preferences, this icon does not fit on my toolbar!! Unfortunately this means that I can never enter numeric values into the field, because the interface does not allow toolbar customization...

Odd - even on a laptop with a small monitor (13", 1280x800), I do see all widgets of the text tool controls bar if using Inkscape (with default toolbar size settings in Inkscape's prefs) in fullscreen mode, maximized or with a sufficiently wide document window (screenshot):
As workaround, if you have such a small screen (and/or low resolution) and need to access the entry field to enter numeric values for rotation: why not drag the Inkscape window slightly to the left - assuming not using Inkscape's fullscreen mode (F11) nor maximized window mode (window manager) - so that the left edge including the vertical toolbox gets moved off-screen, and then temporarily make the window width larger by dragging the right edge further to the right? Now the controls bar should expand and show the remaining widgets.
