Scale, Rotate or Skew Filter Effect and not shape ?

Scale, Rotate or Skew Filter Effect and not shape ?

I am sure it's possible to scale, rotate or skew Filter Effects applied to a shape without affecting the shape. But I don't find the command.

I'm not sure if you have to use a displacement-map to do this. I couldn't find any reference in the SVG docs to a normal scale/rotate parameter.
