Hi Everyone -
I'm new to this and have been designing a header for my blog page. I figured out that a png file will successfully upload to blogger. However, the torn paper and drop shadow effects that were saved in the design did not transfer to the web.
Is there something I can do to keep those effects in the design when uploading?

Does the header look ok if you open it in for example Gimp?
If it does, maybe you have black shadows on a black background.
If it doesn't I guess you made a mistake when you exported it. (maybe used "selection" option in the export dialogue and didn't have the shadow objects selected)

Did you save the file as "Cairo PNG"? Use 'File > Export bitmap…' for high-quality export to PNG from Inkscape (defaults to transparent background and will included the filter effects as rendered on-canvas in Inkscape).

Although I notice the quality is poorer - don't know if there's something that can be done about that

To improve the quality of the FILTER work, the following it might work (Inkscape v.048).
Expand your target object or objects (if its objects group them (ctrl+g) first)
1. use Ctrl+> (> greater than symbol) to expand once or twice (one ctrl+> expands by 100%)
2. after the expansion is completed then apply the FILTER effect(s) you are using
3. after the filter is applied make a bitmap copy using the >Edit > Make Bitmap Copy... command
4. the Bitmap Copy will be auto selected and placed directly above the original object(s). The Notification Display (bottom center of the Inkscape User Interface will display "Image 123 x 456: embedded in layer x...)
5. now reduce the expansion of the bitmap copy using Ctrl+< ( < less than symbol), this will reduce the filtered image back to the size you want to use on your blog design.
6. select the filtered image and the use the >File >Export Bitmap
This should give you an exported workup with the filter(s) being at a higher quality...
