For two days I've been searching the internet for the answer to this question with no luck. I know that it's possible with the XML editor but apart from that, I have no Idea what to do! Every where I go ether tells me to little, to much or both at the same time never bothering to bridge the two together.
what I'm looking for is (if possible) a step by step tutorial with instructions on what to do.

Hello there,
I never really used that feature but looked at it.
You can open the Layers panel by pressing Shift+Ctrl+L,
then you can click on the + icon to add new layers.
If you do so, a new panel appears where you can name the new layer
AND choose where to put it:
below, above the current layer, or create a sublayer of the current layer.
Just select the sublayer option to create a sublayer, and there you go!

Here is a short graphical layout of the steps needed to create a sub layer:
1. Bring up the Layers Menu, Shift+Ctl+L or via the Menu Bar >Layer >>Layers...
2. Click the Add Layer icon(plus symbol +), three options are available:
>Above current
>Below current
>Sub Layer of current
3. Take a few seconds to label the new layer accordingly
4. Once the sub layer is created the Layers Menu will add a plus/minus symbol in front of the Parent Layers title, shown below:

I like to have 3 layers when I open up my default templates, so I changed my default, and if you want to, you can do the same thing, except make sublayers. To do this (follow the methods above), and while you are at it, change whatever else you want your page to look like, size, zoom, etc, then save to your Inkscape default folder. You can search the forums here, there are several topics on how to do this if you are interested (so I won't repeat it).
