I have an svg that I am trying to save as an .eps file with a white background. In the document properties, the background is set to white and alpha is all the way up (not transparent). However, when I save as an eps and then insert the file in power point, the background is transparent. How do I get the background white?

Usually people want to know how to do the opposite of what you want, David! lol
Anyway, what should work for you, is to just use the rectangle tool & draw a box the size you want, make sure it's white. Then remove the stroke, then send it to the bottom. Re-try exporting/saving as an .eps

Haha that's actually what I've been doing - it seemed quite "hacky" though.
I guess I'll stick with that - but it seems like the behavior should be as I explained, no?

OK... I've just done some tests with a windows .47 dev version ( Inkscape 0.46+devel r21627 )
Same results...the background (paper) doesn't export. I've also just tested in CorelDraw X3, and it produces the same results.
I think this IS the expected behavior though, David. As EPS is a vector format, most of the time vectors are intended to be saved without a background.
For the times a background actually is required, it seems like adding one manually isn't too much trouble. Maybe the option could be added to produce the page as a rectangle on export though...
As a side note, I have to say...Inkscape handles the conversion to .eps really well
