I think you left out one offset. The second offset should be duplicated and then moved to make the 3D effect. Otherwise you just get a flat text outlined twice.

Actually, I added the 3D effect at the end, from using Extrude, under the Effects --> Generate From Path menu. I've slightly amended the tutorial picture to mention this. It's also worth noting that perspective transforms don't seem to like gradients much and you have to re-apply them afterwards to any objects you've made that carry them. Can be a nuisance, that.

"linked offset" does not work at 20th try.
ungroup/group does nothing
stroke to path and break apart maybe.
I don't know what I did at 50th try. But it goes as your pics show.
Perspective filter doesn't work at first time.
Inkscape missed python-numply and its depedencies.
So now filter works.
But how???
The graphic don't want to fill the recently calculated place.
It skrewed left or right, but it don't want to fill the place what meant to.
You say "take a look at my 3D perspective tutorial on this forum".
Woww! It needs an other tutorial to learn Perspective filver how it works.
Where is it?
Sometimes filter says I have to ungroup objects. If so all the effects lost.
Sometimes result is rotated in 90°. Sometimes not.
If I rotate the text to anticlockwise, the result much better but does not want to flow inside the bounding frame.
Your tutorial is very smart and useful BUT you missed out these little tiresome steps.

In this case it's 'to push' or 'to grow'.

I did exactly as described and I see NO SMALL DOT!!!!
