Hello!
Suppose, I have a rectangle with a circle inside it. Besides, there is a square inside the circle. I want to create a gcode for my milling machine, that would mill everything inside the rectangle, including the square inside the circle, but for the circle itself. Is that possible?
In other words, I want to cut sort of a stamp, but I don't know what exactly I want to google to find such a tutorial.

Have you found Extensions menu > Gcodetools?
In Extensions menu > Gcodetools > About it tells you where to find a forum where you can ask questions. Although it's a little hard to understand, unless you speak....whatever you call the Russian language (not sure if it's called Russian, or something else?) (Cyrillic?) There is an English forum there, but still sometimes hard to understand (because it uses the Google translation mods, which aren't very good).
I don't quite understand your description of what you want to do. But I think it should be entirely possible.
I would try Inkscape stamp gcodetools, or Inkscape stamp Gcode tools, or maybe Inkscape engrave gcodetools, or Inkscape engrave Gcode tools, or maybe Inkscape gcodetools tutorial, or Inkscape Gcode tools tutorial, or Inkscape engrave Gcode tools tutorials, etc. etc.
Actually, I'm just about ready to release a series of tutorials on converting raster images to vector. A couple of them are for preparing an image for use with the Gcodetools extensions. However, they're only about the Inkscape drawing part. After the drawing is finished, I have no idea how to use the extensions or the milling machine. (I might even release them later today -- just a little more proof-reading left to finish.)

The reason I asked it here is I got the pattern in svg, and googling for svg and gcode on osx suggested that I'd use Inkscape.
I thought that creating a gcode for carving a stamp is a pretty much standard task and I thought there might be well-documented workflows for accomplishing this task.
Before posting this question I tried MakerCam flash plugin (which is based on Inkscape extension). Although I achieved some results, I faced some issues: the loaded svg file was somehow distorted (skewed horizontally?), and the generated toolpath carved the profile only several mms from the symbol edges, while I need to leave just the symbols themselves and to remove all the background.

Yep. I installed Inkscape and tried that Gcodetools option, but failed to receive any result. I got some errors instead.
Their 'cyrillic' tech support seems to be dead
I found a solution called 'blender cam' which seems to work fine for me.

I don't think the forum is dead. There's plenty of activity in some parts of it. But not the English part, that's for sure.

- However, I know what is gcode and how it can be used. I understand that it's a standard language for many manufacturing industrial proccess. I know it involves: CNC, CAD/CAM, 3d printing, cutting of stencils, plotting of banners, milling and drilling, laser cutting... correct me if I'm wrong.
- It also seems to me now, that you first post maybe It can be understood for users that are more involved with machine manufacturing and craft. But for me, your request it's not clear.
-I always request graphic information and samples. I think it helps to evryone. Do you have a photo of a finished product with the characteristics you want?
- Besides, Inkscape can save in hpgl format, and dxf format, which It seems to me that it's related with gcode, and/or CAD/CAM coding. I'm not sure if it's related with your manufacturing.
- There is also a sub forum here related to cutting machines and Inkscape. Have you tried a general seach in the forum about g-code or manufacturing?

There are probably tons of info about how to use that, but you'll find it in the maker forums, not so much in Inkscape-related forums... I think Instructables (instructables.com) has many, many tutorials related to this.
