I have tried about everything i can think of, I can't get inkscape to do vector cuts on a simple test box, it just engraves the line, i have tried to just vector cut, it just beeps when I press GO and its says job NONE, I have tried the "Combined" mode https://diceus.com/bespoke-software-services/ and it just engraves the text and box, I have tried .001in, 0.1px, I have tried just black hairline and red with no luck, is there maybe a patch someplace to make it work?

This is most commonly the case when there is not 100% opacity on the strokes of the artwork. This can be at the stroke paint opacity, the object opacity, layer opacity, etc. Any blurs will also defeat the vector cut.
I'd check those and chime back with results.
Feel free to share a sample file, I can check and test it on a couple of Epilogs.

Sorry, I'm on my first cup of coffee, and overlooked where you mentioned "job: none".
It is standard practice to save a copy of the document as a PDF and "Print" that from Adobe reader.
Very few illustrations programs work directly with Epilog lasers. Corel in particular has been a partner in the development of the Epilog line, so at the makerspace I frequent, only Corel is used to output directly to the lasers, all other programs (Illustrator, Affinity, Inkscape, etc.) are saved/printed as PDF.
Ensure that Save a Copy is used to generate the PDF, so the SVG file is retained as a the construction/editing file. Pay close attention to page size for the PDF and use those dimensions (inches ) in the Epilog settings. A small margin will ensure lines at the edge of the page will not be missed.
