Someone else here mentioned adding some form of automated, template based web design system to Inkscape. I do not think that would be the way to go.
But adding more features that will help anyone that want to design websites using Inkscape would be a very good idea.
Today, Adobe Fireworks seems to be the big winner when it comes to design websites. I build websites using the Joomla cms, and most of the template makers use Fireworks and they only provide sourcefiles in the proprietary png format that only Fireworks can read - it is a layered png file.
The first wish from me would be to find a way to convert Fireworks png files to Inkscape. That alone would bring a lot of website designers over.
Another small thing is a built-in Lorem Ipsum generator so I only need to draw a square, and it gets filled with text automagically. A small thing, but yet...
I am sure there are others that have thought that there are tools that would improve the usefulness of Inkscape for designing websites, so please add your thoughts here.

What's wrong with 'Extensions > Text > Lorem Ipsum…'?
