I've had this problem several times - I open either an existing SVG that I made with Inkscape OR create a new SVG from one of the Inkscape templates (the only templates I use) and when I click on "Filters" Path Effects Editor doesn't always show up. I'll see "Filter Editor" and "Remove Filters", but Path Effects Editor just isn't there. Saving and reopening the SVG doesn't help. I only have 1 object (no groups) selected when I try to access Path Effects, but no luck. Sometimes it's there, sometimes it isn't. Any ideas?

Wrong menu… the Path Effects Editor is at the bottom of the 'Path' menu (Inkscape's path effects have no relation to SVG filter effects).

Can you tell I'm a blond? Sorry about that - don't know why I was looking under Filters when I've used it correctly so many times....
