Inkscape (0,0) origin is bottom left SVG is top left - why?

The SVG specification specifies the (0,0) co-ordinates origin as top left of the document/viewport.

BUT in Inkscape, the grid/guides are based on an origin at the bottom left of the document/viewport.

WHY is it different?

is there a way to configure Inkscape so that it is the same as SVG?

It's a leftover from Sodipodi (the project Inkscape was forked off).

No, but there are plans for that (scheduled for 0.47). Although it isn't entirely clear if there will be an option for that. Personally I won't mind the lack of an option. The way it is right now is just plain wrong and annoying.
