Is there an API that can be used for implementing plugins? I have a variety of features I'd like to add am wondering if there is a way to do so without having to get involved in the Inkscape core? File importers and transformations initially, but possibly other features later.

Import/export can be done via a external extension.and all the extension menu is done via external scripts. a better internal api is currently being worked on.
