Can we do GIF like animations using Inkscape ? If yes, how ? Thanks.

Yes. There are several extensions for it. One of them is https://gitlab.com/su-v/inx-exportobjects , but there are others. Search for 'inkscape animation extension' to find more.
Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!
