While applying svg filters to objects there are straight lines at the bounding box of the shapes.
It seems this bug occurs when the filters effect expands outside of the shape bounding box area.
As a work around I group the shapes with a large invisible quadrangle around them before applying the filter.

I'm not sure what the stance is for reporting bugs on development versions, because they may be due to changes that are still being worked on.
You might like to let the developers know on the developers mailing list, otherwise I'm sure it won't hurt to report it on Launchpad.

Are you sure there is a line? With me (0.46 on XP), the Filter often does seem to generate a line, but really only has troubles rendering the filter. Or, if there positively is a line -> In the Filters Dialog, there is a Filter General Settings Tab, in which you can set the area that the filter will work on - perhaps it is too tight in your case

You have got the point ! This isn't definitely a bug. Sorry because I am a little bit new to Inkscape and particularly this matter and I am always very happy when I can help !
