I've figured out how to arch text by putting it on a path, but that rotates all the letters to fit the path. I'm trying to arch the text but keep all the letters vertical. The center letter being the smallest and working outward to larger letters. I'm trying to get the look like the "TAPOUT" logo. If this is if even possible with inkscape I would appreciate the help.

Select your text, convert it to path, and then go to "Path -> Path effects -> Envelope deformation". I'm not sure if envelope deformation is in Inkscape 0.46 or SVN only, but it does what you described.
